Quatre defeats the attacking Mobile Suits, and is happy to see Trowa flying to join him. Relena is escorted to Romefeller's meeting room, where she gives an incredible speech. She declares herself Queen, and then dissolves all of Earth's borders, creating the World Nation. Everyone on Earth and in space listens to the speech, and Trieze sees that what was meant to be a powerless figurehead may gain more influence then any thought possible. Heero believes that Relena is too much of a figurehead, and decides he must kill her to eliminate the false peace.
